CNRL Horizon – Oil Sands Phase Three Expansion Project
Major construction, expansion, and turnaround activities to support the completion of Phases 3 and 4 of its integrated mining and upgrading operation. Key construction scopes included the installation of new processing units, heavy equipment modules, structural steel assemblies, pipe rack systems, and the expansion of hydro transport and tailings infrastructure.
Scope of Work

Mechanical installation of large-scale pressure vessels, heat exchangers, pumps, and flare systems

Expansion of utilities and power distribution systems, including high-voltage electrical substations and MCCs

Civil and earthworks for tank foundations, containment berms, and site access upgrades

Commissioning support for slurry pipelines, froth treatment units, and upgrader processing lines

Intensive tie-in work to live units during shutdowns, requiring advanced permit-to-work, isolation, and SIMOPS coordination

Execution of critical path work during plant-wide maintenance turnarounds across the Primary Separation Cell (PSC), Hydrotreater, and Delayed Coker Units
